Adjusting global header UI Elements

For ColoradoSPH, we are not showing 'Quick Links' on desktop or mobile. They are removed per their request and approval from web gov, etc. This is the only visual difference currently shown here for desktop. 

For viewports <992px, we move Quick Links into a toggle icon that now lives in the global header as opposed to the local, or site, header. Also contained within that toggle are 'The Big 3' links, primary navigation, and a local header CTA.
